The Department of Child Safety, Youth and Women (the department) is seeking to procure the delivery of a trauma informed and healing focused service response for Aboriginal and Torres Strait Islander Women incarcerated in Townsville Women’s Correctional Centre (TWCC). The new service must be delivered by an Aboriginal and Torres Strait Islander community-controlled organisation.
A stakeholder engagement process has been conducted with Aboriginal and Torres Strait Islander Women in TWCC, Elders in the Townsville community and other key stakeholders across the service system. Initial findings from this process have provided critical guidance around key service elements and program intent (Attachment – Stakeholder Engagement Summary Report will be provided when finalised).
Whilst suppliers are required to describe a proposed service model in response to this request for quote, the service model will be subject to further refinement prior to service establishment. The successful Supplier will be required to engage with the department to further refine the proposed service model in collaboration with key stakeholders, including agencies that will interface with the new service.
The broad outcomes sought through this procurement are:
•Women heal and recover from trauma including family violence, sexual violence and victimisation
•Women develop culturally relevant parenting approaches to enable improvements in the parent-child relationship
•Improved connection to family and culture to reduce the risk of re-offending and support women’s transition back to community
